Overview
Under the Class Licence scheme, Internet Service Providers and Internet Content Providers are deemed to be licenced and must comply with the Class Licence Conditions (PDF/68KB) and the Internet Code of Practice (PDF/65KB).
Types of Licences
There are four different types of licences available:
· Internet Access Service Provider Class Licence
· Non-Localised Internet Service Reseller Class Licence (less than 500 accounts)
· Non-Localised Internet Service Reseller Class Licence (more than 500 accounts)
· Localised Internet Sevice Provider Class Licence.
Who is this for?
The following licensees are required to register with the MDA:
· Internet Access Service Providers, Localised and Non-localised Internet Service Resellers providing computer online services
· Political parties registered in Singapore, providing any content on the World Wide Web through the Internet
· Individuals, groups, organisations and corporations engaged in providing any programme for the propagation, promotion or discussion of political or religious issues relating to Singapore on the World Wide Web through the Internet
· Internet Content Providers who are in the business of providing through the Internet an online newspaper for a subscription fee, or other consideration
Internet Service Providers (ISPs) include Internet Access Service Providers (IASPs) and Internet Service Resellers. At present, the main local IASPs are SingNet, Pacific Internet and Starhub Internet. Internet Service Resellers include schools, public libraries, cybercafes and service providers such as Singapore Network Services and National Computer Services.
Exceptions
All ISPs are required to register with the MDA, except for Internet Service Resellers providing Internet access to the public on a temporary basis or for purposes of a demonstration.
Fees
The annual registration fees payable to the MDA are:
· $1,000 per annum for Internet Access Service Providers
· $1,000 per annum for Non-Localised Internet Service Resellers (with 500 or more user- accounts
· $100 per annum for Non-Localised Internet Service Resellers (with less than 500 user-accounts)
· $100 per annum per premises for Localised Internet Service Resellers
How to Apply
Applicants must obtain a Services-Based Operator (SBO) Licence from the Infocomm Development Authority before submitting a registration form for Class Licensable Broadcasting Services. The applicant will be notified of the outcome by MDA within two weeks from the date of receipt of the registration form.
