Overview

MDA issues licences in line with various public and business needs.

A TV (Residential) Licence is required if you operate or have, on any premise owned or occupied by you, TV sets or any equipment that is capable of receiving broadcasting services.

A Vehicle Radio Licence is required for any radio receiver installed in a vehicle.

Unless exempted, all indoor or outdoor arts entertainment conducted at a place accessible to the public require an Arts Entertainment Licence. Arts Entertainment includes plays, music and dance performances, art exhibitions, variety shows and pop/rock concerts.

A Film Distribution Licence is required for anyone who wishes to carry on any business of distributing videos – videotapes, VCDs, DVDs etc – whether or not the business is carried on for profit.

A Film Exhibition Licence is required for anyone who wishes to exhibit films classified as NC16, M18 and R21.

A Dealers' Licence is required if an individual or organisation engages in the import or sale of any broadcasting apparatus in Singapore.

A TV (Non-Residential) Licence is required for operating or possessing any broadcasting apparatus on the premises, regardless of the nature of use.

This permit is required for those intending to print or publish a newspaper in Singapore;  sell or distribute a Malaysian newspaper in Singapore; or sell or distribute an offshore newspaper in Singapore.

Under the Newspaper and Printing Presses Act, a licence is required to keep and use a press for the printing of documents.

MDA has adopted a flexible two-tier commercial licence framework that distinguishes between service providers targeting specific niche market segments from large mass market service providers. Trial licences will also be available for service providers who wish to conduct technical and marketing trials.

Under the Class Licence scheme, Internet Service Providers and Internet Content Providers are deemed to be licenced and must comply with the Class Licence Conditions (PDF/68KB) and the Internet Code of Practice (PDF/65KB).

The TV Receive-Only (TVRO) System licence allows the licensee to install/operate/have a TVRO Satellite System on the licensee's business operating premises in Singapore.

This licence allows broadcast companies or broadcasters to broadcast/uplink/transmit their satellite TV service via terrestrial satellite in outer space from Singapore.

All audiotext service providers are automatically licensed under MDA's Class Licence Scheme. They need to comply with the Class Licence conditions and are required to register with MDA.
