Satellite Broadcasting Licence

Overview

Satellite broadcasters who wish to uplink their services from Singapore can make use of any of four available uplink facilities:


•     ST Teleport
•     SingTel Telecast
•     MediaCorp Technologies
•     Ascent Media Group


Alternatively, a satellite broadcaster can operate its own satellite uplink facility, but a separate licence, issued by the Infocomm Development Authority of Singapore, will be required.

Who is this for?

This licence allows broadcast companies or broadcasters to broadcast/uplink/transmit their satellite TV service via terrestrial satellite in outer space from Singapore.

Fees

An annual licence fee of $5,000 is required.

Upon approval, the applicants will be required to make the first licence fee payment to MDA before issuance of the licence.

How to Apply

Please refer to the Guidelines for Satellite Broadcasters Uplinking from Singapore (PDF/23KB) before submitting an Online Application For Satellite Broadcasting Licence. In addition to the application form, applicants should also provide the following information:

·         Brief background of the company, including its equity and management profile

·          Brief business plan, including intended operations in Singapore and targeted launch date of service

·         Programming and advertising codes

·         Sample reel(s) of the programmes and programme schedules. The reel should be two to three hours in length with 15 minutes excerpts of the different programmes available on the channel(s) – for example, movies, news, current affairs, talk shows, game shows, children's, variety and dramas.

Applicants who wish to import programming material such as videos, audio tapes and discs for the intended satellite broadcasting service should complete the Licensing and Censorship Exemption for Imported/Locally Made Video Material (PDF/153KB).

The applicant will be notified of the outcome by MDA within four weeks from the date of receipt of the completed application.

Other Requirements

Applicants who are not based in Singapore must also issue a performance bond of $50,000 in the form of a bank guarantee to MDA before the licence can be granted. The bank guarantee must be issued by any of the approved financial institutions listed below:
