Our regulatory framework can be divided into two categories: content management policies and policies for industry practices.
Content Management
Content management allows for information to benefit the user and society. Through the setting of guidelines from the various media, the public can access a wide choice of channels for entertainment or knowledge, and at the same time, ensuring that the young are safeguarded from undesirable materials.
MDA maintains a light-touch approach towards regulation, working closely with the public and the industry on media content and standards. It will introduce more co-regulation among industry players to facilitate the media industry while promoting social responsibility.
Community Standards
Different media are guided by different codes and guidelines shaped by community standards. These guidelines are constantly updated in consultation with the citizen consultative bodies to reflect the latest societal trends and standards.
Regular dialogue sessions are also held to gather views and feedback. By working with the public, the MDA will continue to invite and provide feedback, and help the media industry to create the right mix of media content that will meet the interests and needs of consumers.
Industry Practices
Through our pro-enterprise policies, MDA aims to create a conducive environment for media businesses to introduce new and cutting-edge services. We have in place an operating framework that encourages innovation and experimentation and which promotes free and fair competition. We believe that a thriving competitive media industry ultimately brings the best benefits to consumers in terms of enhancing choice, access and value.
