Media Classification

The Board of Film Censors (BFC) is responsible for film, video and video game classification within Singapore. With co-regulatory initiatives and public consultations, the BFC stays current with its classification system, policies and guidelines, so as to maintain relevance in the age of convergence.

Over 16,000 films and videos are submitted to the BFC for classification every year. With only three ratings when first introduced in 1991, the classification system has expanded to six ratings, with consumer advisories where necessary, to encompass various genres and cater to children and adults alike.

Video games have evolved in sophistication from just being merely games for children. They run the gamut from simple puzzle games that children enjoy to titles that explore mature themes. Video games classification allows more choice for adult gamers while protecting the young.

Arts Entertainment includes stage plays, musicals, dance performances, art exhibitions, variety shows and pop/rock concerts. To ensure that these events are targeted at the right audience, MDA classifies them with the appropriate ratings and consumer advice.

Television and radio has been constantly evolving from analogue to digital to interactive, as technological developments abound.  To ensure that programmes broadcast are of high quality and of acceptable standard, MDA has put in place programme, classification and advertising guidelines for broadcasters.

Publications and audio materials are largely industry self-regulated. To encourage creativity and a flourishing of works, MDA has introduced initiatives such as the Registered Importers Scheme (RIS) and exemption publication categories, and included consultations with citizen consultative committees.

In regulating the Internet, MDA encourages industry self-regulation and public education efforts to complement its light-touch regulatory approach. This thus ensures that minimum standards are set while giving maximum flexibility for industry players to operate.
